How can we know whether the stored foam extinguisher has been scrapped?

Foam extinguishers have a fixed number of years from use to scrapping. How can we know whether the stored foam extinguishers have been scrapped?
The cylinder is severely rusted (the rusted area is greater than or equal to 1/3 of the total cylinder area), and there are pits on the surface.
2. The cylinder is significantly deformed and has severe mechanical damage.
There are cracks on the head and no pressure relief mechanism.
4. Unreasonable structure such as flat bottom of the cylinder.
5. Portable type without intermittent injection mechanism.
6. There is no manufacturer's name and date of delivery, including the nameplate falling off, or although there is a nameplate, the manufacturer's name cannot be clearly seen, or the steel seal of the date of delivery cannot be identified.
7. The cylinder has repair marks such as tin welding, brazing, or patching.
8. Burned by fire.
