Chapter I General Provisions

Article 1 In order to prevent fires and reduce fire hazards, strengthen emergency rescue work, protect personal and property safety, and maintain public safety, these measures are formulated in accordance with the "Fire Protection Law of the People's Republic of China" and relevant laws and regulations, and in light of the actual conditions of this province.
Article 2 These measures apply to fire safety activities within the administrative region of this province.
Article 3 The fire protection work implements the policy of putting prevention first and combining prevention and fire prevention, and follows the principles of unified leadership by the government, supervision by departments according to law, overall responsibility of units, and active participation of citizens, implement a fire safety responsibility system, and establish a sound socialized fire protection work network.
Article 4 The people's governments at all levels are responsible for the fire protection work within their respective administrative regions, and shall incorporate fire protection work into the national economic and social development plans, include the fire protection business funds and fire protection facility maintenance expenses into the annual financial budget, and ensure that fire protection work is consistent with economic and social development. adapt.
The fire safety committees of the people's governments at all levels shall regularly study and coordinate the resolution of major issues in the fire protection work, and organize and carry out special management of fire safety.
Article 5 The public security organs of the people's governments at or above the county level shall supervise and manage the fire protection work within their respective administrative regions according to law, and the fire protection departments of the public security organs of the people's governments at the same level shall be responsible for the implementation.
Development and reform authorities should include the construction of public fire protection facilities in the annual local fixed asset investment plan and establish the project; when reviewing urban and rural infrastructure construction and renovation projects, they should review the investment plan for public fire protection facilities.
The safety production supervision department supervises and manages the fire safety of the units engaged in hazardous chemicals in the process of production, operation, storage, transportation and use according to law.
The competent departments of municipal administration and communication shall strengthen the maintenance and management of public fire-fighting facilities such as fire-fighting water supply and fire-fighting communication to ensure that the facilities are in good condition, the water volume and pressure are sufficient, and the information is unimpeded.
The competent departments of education, human resources, and social security shall organize, guide, and supervise schools and other educational institutions to do a good job in the education, teaching, and training of fire protection knowledge.
Other relevant departments of the people's government at or above the county level shall do a good job in fire protection work in accordance with their respective responsibilities and in accordance with the provisions of laws and regulations.
Article 6 The fire protection work of the railway, transportation, and civil aviation systems shall be carried out by the fire protection agencies of the public security organs established by them and the fire protection agencies of the local public security organs in accordance with the relevant provisions of the state. If the scope of jurisdiction is not clear, it shall be decided by the fire department of the provincial public security organ.
Article 7 The people's governments at all levels shall organize and carry out fire protection publicity and education activities to raise citizens' fire safety awareness, encourage and support individuals to participate in fire protection volunteer organizations and fire protection volunteer service activities, and conduct regular fire protection training for the government and its relevant departments responsible for fire safety. Villagers' committees and residents' committees shall organize various forms of fire protection publicity and education activities, and set up fire protection bulletin boards and fire safety signs in public places.
Radio, television, newspapers, periodicals, communications, the Internet and other communication media should carry out fire safety public welfare publicity free of charge to ensure a certain amount of public fire publicity publicity.
Article 8 Every year, November 9th is the fire protection day, and every November is the fire safety publicity month.

Chapter II Fire Safety Responsibilities

Article 9 The people's governments at all levels shall supervise and inspect the performance of fire safety duties by the relevant departments of the people's governments at the same level and the people's governments at the next lower level, and implement fire safety responsibility assessment.
Article 10 The main person in charge of the people's governments at all levels is the first responsible person for fire safety, who is fully responsible for fire safety work; the person in charge of fire safety work is the person in charge of fire safety, who has direct leadership responsibility for fire safety work.
The legal representative or main person in charge of the unit is the person in charge of the unit's fire safety. In a partnership enterprise, the partner or all partners who represent the partnership enterprise externally and perform partnership affairs are the persons responsible for the unit's fire safety.
Units should implement the level-by-level fire safety responsibility system and the post fire safety responsibility system, clarify the level-by-level and post fire safety responsibilities, and determine the responsible persons for fire safety at all levels and positions.
Article 11 People's governments at all levels shall perform the following fire safety responsibilities:
(1) Implement relevant fire protection laws and regulations, formulate and organize the implementation of fire protection development plans, establish, implement, and improve the fire safety responsibility system within their administrative regions;

Article 12 Urban sub-district offices shall perform the following fire safety duties:

Article 13 The fire department of the public security organ shall perform the following fire safety duties in accordance with the law:
(1) Carrying out and implementing fire protection laws and regulations, supervising and inspecting the compliance of units and individuals with fire protection laws and regulations, implementing fire protection administrative licenses, investigating and punishing fire protection violations (2 )

(3) Determine the key fire safety units within the administrative area, and report to the people's government at the same level by the public security organs for record; (4) Carry out

(7) Supervise and manage fire protection technical service agencies according to law;

(9) Other fire safety duties stipulated by laws and regulations.
Article 14 The public security police station shall perform the following fire safety duties under the guidance and supervision of the fire department of the public security organ at a higher level:
(1) Carry out daily fire supervision and inspection of relevant units and places within the administrative area according to law;
(2) Carry out fire safety publicity Education and popularization of fire safety knowledge; (3) Supervise and urge property service companies, residents’ committees, villagers’ committees, and other units and individuals within the administrative area to perform fire safety duties and implement fire prevention and fire extinguishing

(6) Other fire safety duties stipulated by laws and regulations.
The scope of fire supervision and inspection of public security police stations shall be determined by the provincial public security organs.
Article 15 Villagers' committees and residents' committees shall perform the following fire safety responsibilities:
(1) Carry out mass fire protection work, publicize fire protection laws and regulations, and popularize fire safety knowledge; (
2) Formulate fire safety conventions, improve fire safety systems, and supervise

4) Establish voluntary fire brigades, equipped with necessary fire fighting equipment, and full-time fire safety management personnel if conditions permit;

Article 16 Property service enterprises shall perform the following fire safety responsibilities within the service area:
(1) Ensure the smooth flow of public evacuation passages, safety exits, and fire truck passages

(3) Formulate fire-fighting and emergency evacuation plans, regularly organize relevant personnel to participate in fire-fighting safety training and conduct fire-fighting drills

(5) Immediately stop acts that impede the smooth flow of public evacuation passages, safety exits, and fire truck passages, and damage public fire-fighting facilities and equipment; if the prevention fails, report to the local police station in a timely manner .
In residential areas where property management has not been implemented, the residents' committees shall organize owners or property users to conduct self-management of fire safety.
Article 17 The construction unit shall be responsible for the fire safety management of the construction site, with assistance from the construction unit.
The construction unit shall perform the following fire safety responsibilities:
(1) Ensure that the evacuation passages, safety exits, and fire truck passages on the construction site are unblocked

Set up temporary fire hydrants for fire water supply pipelines to ensure fire water sources;
(4) The office space, staff dormitories and work areas on the construction site should be set separately and a safe distance should be kept.
The construction unit shall not set up collective dormitories for employees in unfinished buildings.
Article 18 The person responsible for the fire safety of the unit shall perform the following fire safety responsibilities:
(1) Organize the formulation and implementation of the fire protection work plan of the unit;
(2) Ensure that the unit provides necessary funds and organizational guarantees for fire safety;
(3) Determine

(9) Other fire safety responsibilities stipulated by laws and regulations.
Article 19 Citizens shall perform the following fire safety obligations:
(1) abide by fire laws and regulations, and maintain fire safety;
(2) Prevent fires and maintain public fire-fighting facilities;
(3) Do not damage, misappropriate, dismantle or disable fire-fighting facilities and equipment without authorization, do not bury, encircle, block fire hydrants or occupy fire prevention distances, and do not occupy, block, close and evacuate
(4) Immediately call the police when a fire is discovered, provide convenience to the police for free, do not block the fire alarm, and do not falsely report the fire alarm; (

Chapter III Fire Prevention

Article 20 The people's governments at all levels shall, in accordance with the fire protection plan, organize the transformation of the water supply pipe network, build fire hydrants, fire pools, and natural water intake facilities to ensure fire water.
If urban public fire-fighting facilities and fire-fighting equipment are insufficient or do not meet actual needs, the fire-fighting department of the public security organ shall report to the local people's government. The local people's government shall promptly organize housing and urban and rural construction, municipal water supply, communications, and other competent departments to build, rebuild, configure, carry out technical transformation, maintenance and management, and the fire department of the local public security organ shall conduct inspection and inspection of fire protection facilities and fire protection equipment. .
Article 21 People's governments at all levels plan to build new towns, expand and rebuild cities and towns, and organize relevant departments such as planning, fire protection, municipal construction, and municipal water supply to make plans for urban and rural fire safety layouts, fire brigades (stations), fire water supply, fire communication, and fire protection. Car passages, fire fighting equipment and other constructions are planned and developed in a unified manner with other municipal infrastructure.
Article 22 For construction projects of single underground buildings and residential buildings with a building height exceeding 50 meters, the construction unit shall submit the fire protection design documents to the fire protection department of the public security organ for review, and apply to the fire protection department of the public security organ for fire protection after the completion of the construction project. acceptance. The fire department of the public security organ shall organize the fire protection design review and fire protection inspection and acceptance within the statutory time limit. Construction units and construction units are not allowed to construct projects that have not been audited in accordance with the law or fail to pass the audit; those that have not been inspected for fire protection or fail to pass the inspection for fire protection are prohibited from being put into use.
Article 23 For construction projects that require fire protection design in accordance with the national engineering construction fire protection technical standards, and do not need to apply for a construction permit according to law, the construction unit shall submit the fire protection design documents to the fire protection department of the public security organ for recordation before construction, and the fire protection department of the public security organ The agency should conduct spot checks.
Article 24 Before the public gathering places are put into use and open for business, the construction unit or the user unit shall establish a fire risk prevention mechanism, and apply for a fire safety inspection to the fire protection department of the public security organ of the local people's government at or above the county level where the place is located. Those that are required or have not been inspected shall not be put into use or operate.
Where a public gathering place that has passed the fire safety inspection and has been put into use and business according to law changes its name or principal person in charge, it shall apply for registration procedures for changing the fire safety inspection items in accordance with the law.
Where a public gathering place that has passed the fire safety inspection and has been put into use and business in accordance with the law is ordered to suspend production, business, or use due to fire safety hazards or fire safety violations, the fire department of the public security organ shall revoke the fire safety inspection that originally approved its use and business. Article 25 The interior decoration and decoration of densely populated places shall use non-combustible and difficult-to-combustible materials in accordance with the requirements of fire protection technical standards.
In the process of decoration and decoration construction, the fireproof materials for interior decoration shall be subject to witness sampling and sampling inspection in accordance with the requirements of the national fire protection technical standards.
Article 26 The fire protection department of the public security organ shall organize supervision and inspection or spot checks on the use and maintenance of fire protection products, and announce the results of the supervision and inspection or spot checks of fire protection products to the public in a timely manner.
The construction unit shall provide proof of the source of fire protection products when the fire protection agency of the public security organ conducts fire protection completion acceptance, filing spot checks, and fire safety inspections of construction projects.
Article 27 After the construction project is completed, before the construction unit submits it to the fire protection department of the public security organ for acceptance or records, the fire protection facilities shall pass the inspection in accordance with the relevant state regulations.
The property right unit or user unit of building fire protection facilities shall establish and implement working systems for the management, inspection, testing, repair, maintenance, and filing of fire protection facilities, and conduct comprehensive inspections of building fire protection facilities, electrical equipment, and electrical circuits at least once a year. The report is on file for future reference.
Article 28 Fire protection technical service agencies such as fire protection facility testing, fire safety monitoring, electrical fire protection technology testing, and fire protection facility maintenance shall obtain corresponding qualifications in accordance with the law.
Fire technical service institutions shall, in accordance with laws, administrative regulations, national standards, industry standards and practice guidelines, accept entrustment to provide fire technical services and be responsible for the quality of the services.
The fire protection technical service organization shall accept the supervision and management of the fire protection department of the public security organ.
Article 29 To obtain the qualification of a fire protection technical service institution, the following conditions shall be met:
(1) Having the qualification of an enterprise legal person;
(2) Having a fixed office space and corresponding inspection and testing sites;
(3) Having corresponding inspection and testing facilities and equipment;
(4) Having a sound enterprise management rules and regulations and a quality assurance system for fire protection technical services
; ) have a corresponding number of professional and technical personnel who have obtained the qualifications for practicing fire protection technical services. Article 30 Anyone who
applies for the qualification of a fire protection technical service organization in this province shall apply to the fire protection department of the provincial public security organ and submit the following materials: (2)

Article 31 The fire protection department of the provincial public security organ shall make an administrative licensing decision within 20 working days from the date of receiving the application from the fire protection technical service organization.
Article 32 Practitioners of fire protection technical service institutions shall submit corresponding qualification certification materials to the fire protection department of the public security organ for filing.
Article 33 Where the production, storage, and operation of other items other than flammable and explosive dangerous goods are set up in the same building as the residential area, they shall comply with national standards, industry standards, and local standards.
Article 34 For construction projects that require fire protection design in accordance with national standards, if the fire protection design has not passed the examination and approval, the construction department shall not issue a construction permit, and the real estate management department shall not issue a commercial house pre-sale permit.
Article 35 Where a building or place is leased out, the property unit shall ensure that the place or building it provides meets the fire safety conditions, sign a fire safety responsibility letter with the user unit or the contractor or lessee unit, and specify in writing Safety responsibilities; if it is not specified in written form, the property rights unit shall conduct unified management of public evacuation passages, safety exits, building fire protection facilities and fire truck passages, and the user unit or contractor or lessee unit shall be responsible for the fire safety of the buildings or places used .
Article 36 If the same building is managed or used by two or more units, no separation facilities that affect evacuation shall be installed.
Article 37 The following personnel shall receive fire safety training:
(1) Fire safety responsible person and fire safety management personnel of the unit;
(2) Full-time firefighters;
(3) Fire engineering design, construction, installation, maintenance, supervision
(4) Operators engaged in the production, storage, transportation, sale, loading and unloading of flammable and explosive dangerous goods that involve fire safety;
(5) Inspection and maintenance personnel of fire protection products;
(6) Others Those who are legally required to be trained.
The fire safety managers of key fire safety units, the management personnel of the fire control room, and the custodians of inflammable and explosive dangerous goods shall hold corresponding employment certificates. 
Article 38 Operators and managers of public gathering places and enterprises that produce, store, transport, and sell flammable and explosive dangerous goods shall improve fire risk prevention mechanisms, ensure the performance of fire safety responsibilities, ensure public safety, and purchase fire public liability insurance .
The insurer shall check the fire safety status of the insured unit before underwriting the insurance, and provide written suggestions to the insured unit in a timely manner to eliminate unsafe factors and potential safety hazards during the insurance period.
Article 39 Crowded places shall be equipped with fire-fighting facilities according to standards, and evacuation diagrams shall be set up in obvious places, or methods such as posting pictures, broadcasting, and videos shall be used to publicize methods of fire prevention, fire fighting, evacuation, and escape to the public.
Sound or visual alarms shall be set up in singing and dancing entertainment venues and their private rooms, and fire alarms shall be broadcast in time at the initial stage of a fire to guide people to evacuate safely.
Article 40 It is forbidden to store or use fireworks, firecrackers and other flammable and explosive dangerous goods indoors in public gathering places.
Article 41 The management and storage of combustible material warehouses shall implement the relevant national fire protection technical standards and management regulations, and take fire safety measures to eliminate fire safety hazards.

Chapter IV Fire Organization

Article 42 People's governments at all levels shall set up ordinary fire stations and special service fire stations in accordance with relevant state regulations.
The land used for fire station construction that has been included in the urban and rural planning shall not be changed without authorization.
Article 43 People's governments at all levels and units shall, in accordance with relevant laws and regulations, and in light of actual needs, establish various forms of firefighting organizations, such as full-time fire brigades and voluntary fire brigades.
The construction and management of full-time fire brigades shall be implemented in accordance with relevant national and provincial regulations.
Volunteer fire brigades shall be equipped with certain fire-fighting equipment, conduct regular fire-fighting training, master the knowledge of fire prevention and fire-fighting and the use of fire-fighting equipment, and enhance their ability to fight fires.
Article 44 The establishment unit of a full-time fire brigade shall handle social insurance for full-time firefighters such as pension, medical care, work-related injury, unemployment, maternity, etc. in accordance with regulations, and purchase necessary commercial insurance for full-time firefighters.
Article 45 For those who are injured, disabled or dead due to participation in organized fire fighting and rescue, the people's government and the unit where the accident occurred or where the casualties work and live shall provide medical treatment, preferential treatment or resettlement in accordance with relevant state regulations.

Chapter V Fire Fighting and Rescue

Article 46 People's governments at or above the county level shall organize relevant departments to formulate contingency plans according to the characteristics of fires within their administrative regions, and establish emergency plans for public security, sanitation, water supply, power supply, gas supply, communications, medical rescue, environmental protection, transportation, The emergency linkage mechanism composed of relevant units such as meteorology organizes regular drills.
The emergency rescue forces of relevant units should accept the dispatch of the fire department of the public security organ, and rush to the disaster scene to participate in fire fighting and rescue.
Article 47 Units related to water supply, power supply, gas supply, medical rescue, transportation, environmental protection, etc. shall have dedicated communication lines connected to the public security fire control command center, and shall ensure unimpeded communication.
Article 48 The fire fighting work shall be uniformly organized and directed by the fire department of the public security organ, and the full-time fire brigade, volunteer fire brigade and other personnel participating in fire fighting shall obey the mobilization and command.
Article 49 Without the consent of the fire department of the public security organ, no unit or individual may enter the alert area of ​​the fire fighting scene.
After the fire is extinguished, the fire department of the public security organ shall, according to the actual needs of protecting the scene, delineate the closed area of ​​the scene and set up warning signs; the unit where the fire occurs and relevant personnel shall protect the scene according to the requirements of the fire department of the public security organ. When necessary, the fire protection agency of the public security organ may hand over to the local police station to protect the scene.
After the investigation of the cause of the fire is completed, the closure of the scene can only be lifted after the decision of the fire department of the public security organ.
Article 50 If a fire truck, fire boat, or emergency rescue vehicle rushing to perform fire fighting or emergency rescue tasks has a traffic accident, and its normal functions are not affected and no casualties are caused, the traffic police who deal with it on the spot shall release it first. Carry out traffic accident handling after execution.
Article 51 After the fire is extinguished, the damaged units and individuals shall truthfully report the direct property losses of the fire to the fire department of the public security organ, and provide relevant original bills or other certification materials; if it is difficult to provide certification materials, a legally established price appraisal shall be hired The agency issues an appraisal opinion on the direct property loss of the fire.
The fire department of the public security organ shall calculate the direct property loss in the fire according to the declaration and evidential materials of the parties; if a criminal case is involved, the fire department of the public security organ shall entrust a legally established price appraisal institution to issue an appraisal opinion on the direct property loss in the fire. Article 52 If the fire department of the public security organ discovers the following circumstances during the investigation of a fire accident, it shall transfer it to
the relevant administrative department for investigation and handling and accident statistics: (1) If there is suspicion of arson, transfer it to the criminal investigation department of the public security organ

Chapter VI Supervision and Inspection

Article 53 The relevant departments of the people's governments at all levels shall carry out fire safety inspections in a targeted manner according to the characteristics of the system, urge all units in the system to implement the fire safety responsibility system, rectify fire hazards, and ensure public fire safety.
Article 54 If the fire department of the public security organ finds that the urban and rural fire safety layout and public fire safety facilities do not meet the fire safety requirements during the fire supervision and inspection, or finds that there are major fire hazards in the area that affect public safety, the public security organ shall report in writing level people's government.
The people's government that receives the report shall verify the situation within 15 days, and organize or order the relevant departments and units to take measures to make rectification.
Article 55 The staff of the fire department of the public security organ may consult and copy relevant invoices, account books, vouchers, documents, business letters and telegrams, and collect other supporting materials when conducting fire accident investigations, and question relevant personnel.
No unit or individual shall obstruct the staff of the fire department of the public security organ from entering the inspected unit or the scene of a fire accident, and shall not obstruct the lawful execution of official duties.
Article 56 The relevant departments of the people's governments at all levels shall establish a linkage mechanism for fire safety law enforcement. Where a unit or place is ordered to suspend production or business by the fire department of the public security organ, or engages in relevant activities without obtaining approval in accordance with the law, the government department or agency responsible for administrative approval shall seal up, ban, and impose administrative penalties in accordance with the law.
Article 57 The fire department of the public security organ shall, through the Internet or news media such as radio, television, newspapers and periodicals, regularly announce the units that have serious fire violations in their administrative regions and their rectification.
If a unit or individual commits a serious violation of the law on fire protection, and is ordered by the fire department of the public security organ to make corrections and fails to make corrections within the time limit, the fire department of the public security organ may, while dealing with it according to law, suggest that the relevant institution enter the illegal information of the relevant unit or individual into the enterprise or individual credit registration system. letter system.
Article 58 The fire protection department of the public security organ and its staff shall conduct fire protection administrative licensing and implement fire protection supervision and inspection in accordance with the statutory powers, procedures and time limits.
Article 59 The fire department of the public security organ and its staff shall consciously accept social supervision when performing their duties.
Any unit or individual has the right to report and accuse the law-breaking and discipline-violating acts of the fire department of the public security organ and its staff in law enforcement. The organ that receives the report or accusation shall investigate and deal with it in a timely manner according to its duties, and reply to the informant or accuser in writing with the result of the handling.

Chapter VII Legal Responsibilities

Article 61 Where a construction unit violates the provisions of Article 17 of these Measures, fails to perform fire safety responsibilities, or sets up collective dormitories for employees in buildings that have not yet been completed, the fire department of the public security organ shall order it to make corrections and impose a fine of 5,000 yuan. A fine of more than 20,000 yuan and less than 20,000 yuan; if the circumstances are serious, a fine of 20,000 yuan to 50,000 yuan shall be imposed, and an order to stop construction shall be imposed.
Article 62 In violation of the provisions of the first paragraph of Article 25 of these Measures, non-combustible and difficult-to-combustible materials are not used in densely populated places, resulting in hidden fire safety hazards, the fire department of the public security organ shall order corrections within a time limit; A fine shall be imposed according to the following circumstances; if the circumstances are serious, an order to suspend production and business operations shall also be imposed:
(1) If the construction area is less than 1,000 square meters, a fine of not less than 5,000 yuan but not more than 20,000 yuan shall be imposed;
(2) If the construction area exceeds 1,000 square meters , a fine of not less than 20,000 yuan but not more than 50,000 yuan shall be imposed.
Article 63 Where a unit violates the provisions of the second paragraph of Article 27 of these Measures by failing to conduct a comprehensive inspection of the building's fire protection facilities or electrical equipment and electrical circuits, the fire department of the public security organ shall order it to make corrections and impose a fine in accordance with the following circumstances:
( 1) Those belonging to densely populated places shall be fined not less than 30,000 yuan but not more than 50,000 yuan;
(2) Those belonging to other units shall be fined not less than 5,000 yuan but not more than 30,000 yuan.
Article 64 Where fire-fighting technical service agencies such as fire-fighting facility testing, fire-fighting safety monitoring, electrical fire-fighting technical testing, and fire-fighting facility maintenance violate the provisions of Article 28 of these Measures and commit any of the following acts, the fire-fighting department of the public security organ shall order For corrections, a fine of not less than 50,000 yuan and not more than 100,000 yuan shall be imposed, and a fine of not less than 10,000 yuan and not more than 50,000 yuan shall be imposed on the directly responsible supervisor and other directly responsible personnel; if there are illegal gains, the illegal gains shall be confiscated; If the circumstances are serious, the original licensing authority shall order to stop practicing or revoke the corresponding qualifications: (1) Engaging
in fire protection technical services without obtaining the corresponding practicing qualifications;
(2) Failure to comply with laws, administrative regulations, and national Standards, industry standards and practice guidelines for fire protection technical services.
Article 65 If a unit violates the provisions of the second paragraph of Article 37 of these measures, and the relevant personnel do not hold a certificate to work, the fire department of the public security organ shall order it to make corrections within a time limit; if it fails to make corrections within the time limit, it shall be fined according to the following circumstances: (1
) For crowded places, a fine of not less than 10,000 yuan and not more than 30,000 yuan shall be imposed;
(2) for other places, a fine of not less than 3,000 yuan and not more than 10,000 yuan shall be imposed.
Article 66 In violation of the provisions of Article 39 of these Measures, no sound or visual alarms are installed in singing and dancing entertainment venues and private rooms, or evacuation diagrams are not installed in obvious places in densely populated places, the fire department of the public security organ shall order For corrections, a fine shall be imposed according to the following circumstances:  
(1) If the construction area is less than 1,000 square meters, a fine of not less than 5,000 yuan but not more
than 20,000 yuan shall be imposed; A fine of less than ten thousand yuan.
Article 67 In violation of the provisions of Article 41 of these Measures, the management and storage of combustible material warehouses fails to implement the relevant national fire protection technical standards and management regulations, resulting in fire safety hazards, the fire department of the public security organ shall order corrections within a time limit; failure to make corrections within the time limit If the
construction area is more than 1,000 square meters but less than 10,000 square meters, a fine of not less than 5,000 yuan but not more than 20,000 yuan shall be imposed;
(2) If the construction area exceeds 10,000 square meters, a fine of not less than 20,000 yuan but not more than 50,000 yuan shall be imposed.
Article 68 Where a unit fails to fulfill its fire safety responsibilities stipulated in laws and regulations, and a fire accident occurs, resulting in serious losses, the fire department of the public security organ shall impose a fine in accordance with the following provisions, and if a crime is constituted, criminal responsibility shall be investigated according to law: (1
) In case of a general fire accident, a fine of not less than 2,000 yuan but not more 
than 20,000 yuan shall be imposed; (2) where a major fire accident is caused, a fine of not less than 20,000 yuan but not more than 50,000 yuan shall be imposed;
(3) where a major fire accident is caused, a fine of not less than 50,000 yuan shall be imposed A fine of not less than 150,000 yuan but not more than 150,000 yuan;
(4) A fine of not less than 100,000 yuan but not more than 300,000 yuan shall be imposed if a particularly serious fire accident is caused.
Article 69 If the relevant department of the people's government at or above the county level violates the provisions of the second paragraph of Article 46 of these measures, resulting in the impact of fire fighting and rescue work, the fire department of the public security organ shall notify the supervisory organ and relevant competent departments, and the supervisory organ and Relevant competent authorities will impose sanctions on the main person in charge and other directly responsible persons.
Article 70 The fire department of the public security organ, the police station and the relevant administrative departments and their staff members shall be punished for any of the following acts; if a crime is constituted, criminal responsibility shall be investigated according to law: (1) Construction projects that do not meet the fire safety

; (4) Engaging in production
and
business activities related to fire protection by taking advantage of
their positions;
Supervise the rectification of relevant units and individuals; or fail to deal with the behavior of units and individuals with fire hazards that refuse to rectify in a timely manner;
(7) Complaints and reports that endanger fire safety are not dealt with in a timely manner;
(8) Other acts of abuse of power, dereliction of duty, favoritism and fraud.

Chapter VIII Supplementary Provisions

Article 71 If an individual industrial and commercial household has one of the following circumstances, its fire safety responsibility shall be supervised and managed in accordance with the units specified in these measures:
(1) operating and using public gathering places;
(2) operating and using flammable and explosive
(3) Operating and using other production and business sites with a construction area of ​​more than 100 square meters or a building with two floors or more .
Article 72 These Measures shall come into force on October 1, 2010. On November 27, 1999, the "Guangdong Provincial Measures for the Implementation of the Fire Protection Law of the People's Republic of China" passed at the 13th meeting of the Standing Committee of the Ninth People's Congress of Guangdong Province shall be abolished simultaneously.
